HC Lifts stay on Graduate Level Exam
Jammu, Aug 25: High Court today vacated the stay on the selection process of the
Combined Graduate Level Exam which was conducted by J&K Services Selection Board in the month of April this year.
The order which was announced in the case titled Arvind Kant Versus State by Justice Alok Aradhe provides relief to about 80,000 candidates who had appeared in this exam all over the State for 1008 posts of different departments.
It is pertinent to mention that exam could not be conducted in a centre of Bhaderwah which is why petitioners had obtained status quo from the High Court
in June this year. The Chairman SSB, Simrandeep Singh, personally appeared in the court along with the State Counsel, Raman Sharma and apprised the court
that the future of 80,000 candidates is at stake if the process is delayed.
The Court was also informed that an expenditure of Rs.2 crore has already been made by the Board in holding this exam, which was already cancelled once in 2016. The court accepted the argument of SSB to proceed ahead but only after
conducting the exam of about 500 candidates who were allotted the centre in Boys HSS, Bhaderwah.
The court also directed the SSB to ensure that the question paper is made as per
the standard principle of equivalence which does not give any advantage to any candidate

Normal banking operations have been hit as public sector bank employees went on a one-day nationwide strike today to protest against the government's proposed consolidation move, besides raising other demands.
Services like deposits and withdrawal at bank branches, cheque clearance, NEFT and RTGS transactions are affected.
However, operations at private lenders such as ICICI Bank, HDFC Bank, Axis Bank and Kotak Mahindra Bank were almost normal.
The Indian Banks' Association (IBA) had already informed customers that functioning of branches and offices may take a hit if the strike takes off. It had also asked banks to take measures in advance to minimise the impact.
The strike has been called by all unions under the aegis of the United Forum of Bank Unions (UFBU).
The UFBU is an umbrella body of nine unions, including the All India Bank Officers' Confederation (AIBOC), the All India Bank Employees Association (AIBEA) and the National Organisation of Bank Workers (NOBW).
Besides, protest against consolidation move of the government, other demands include no write-off policy for non-performing assets (NPAs) of corporate loans, declaring wilful default of loans as criminal offence and implementation of recommendations of Parliamentary Committee on recovery of NPAs, NOBW vice president Ashwini Rana said.
The government should provide overtime for additional work during demonetisation, he said.
The UFBU, which claims membership of nearly 10 lakh across banks, requested the government for cost reimbursement of demonetisation to banks.
As many as 21 public sector banks control 75 percent of the total banking business.

HC stays KAS Prelim result
Court has issued notice to respondents and meantime, stayed the operation of the noti-
fication issued by the PSC on August 8. "List after service is complete in the meantime subject to objections and till next date before the bench, the operation of the impugned notification PSC/Exam/2017/44 dt:9.8.17 is stayed", the order said.
PSC in its notification on August 9 had notified that the revised result of J&K COMBINED Competitive (Preliminary exams 2016, conducted under JKSSBPOSTS Combined Competitive examination rules 2008 CTN as amended from time to time and JK PSC (conduct of examination) Rules 2005.
Aggrieved with the notification, petitioner has challenged it on various grounds and sought that it be quashed and declared as null and void.
The applicants are KAS aspirants, who were in the earlier list and in second, they were left out. Earlier cut off was 270.77 marks and after revaluation, they have decided to have cut-off point at 277. So all the candidates who have secured between 270 and 277 have been dropped.
As per Supreme Court guidelines, they cannot fix new cut-off and once they do it, it has retrospective effect and such rules of selection are changed. The Supreme Court has ruled that you cannot do anything with rules that has retrospective effect.
Under the grab that they are setting answer keys all right, they have infact done revaluation as additional or subtraction is revaluation so under rules, revaluation is not permitted.
Thirdly, in an affidavit filed before the Jammu wing of the High Court, they stated that all discrepancies were corrected before first result was declared.
