Online applications are invited from eligible
candidates (Migrants/Kashmiri Pandits) of Kashmir Valley for recruitment as
Fireman/ Fireman driver in Fire & Emergency Services, J&K (Kashmir
Province) under Hon'ble Prime Minister's Package against the Supernumerary
posts in the Pay Band-I of Rs. 5200-20200 + GP 1900/- (Now revised Level-2
19900-63200) in accordance with provisions of SRO 412 of 2009 dated 30.12.2009
read with SRO-425 of 2017 dated 10.10.2017 as per the following category-wise
breakup:-

Educational Qualification: The minimum Qualification (educational/technical) prescribed
for the posts under reference as per SRO 159 of 1990 is reflected as against each below:-
1. Certificate of having passed 8th class or a 3rd class
certificate of Indian Army
2. Shall have physical standards as prescribed
3. Shall possess valid HGV licence in case of Fireman
driver.
Age limit: Are having age as on 01.01.2018:
i Not below 18 years; and
ii. Not above:-
a. 28
years in case of Open Merit;
b. 30
years in case of SC/ST candidates;
c. 32
years in case of candidates in Government service.
c. Are in possession of the prescribed
academic/professional/technical qualifications and fulfill all other eligibility
conditions wherever required as shown below, by or before the last date of submission
of application forms i.e. 25.07.2018:-
i. Shall
not be less than 1.68 metres in height and having chest measurement of not less
than 86 cms when expanded with an expansion of not less than 5 cms;
ii. Shall
have to satisfy the Departmental Recruitment Board of its ability to carry a
person weighing between 63.5 and 75.5 kgs to a distance of 91.44 metres in a
time not exceeding 60 seconds;
iii. Shall
run two and half kms within 12 minutes;
iv. Shall
perform twenty five bent knee sit ups within 90 seconds;
v. Shall,
from a completely extended arm position, pull the body upward so as to chin the
horizontal bar being grasped by the hand, palm away, a total of five
consecutive times;
vi. Shall,
when given a beam secured to the level floor and masonry seven metres long by
seven to ten cms wide and given a length of fire-hose weighing at least 17 kgs.
shall walk the length of beam, carrying the length of the hose, without falling
off or stepping off the beam; and
vii. Shall
have to execute a Bond with the department after his selection as direct
recruit or on the prescribed form to be provided by the department at the time
of formal selection/joining to serve at least for seven years in the service
after completion of required training courses.
3. In
pursuance to Govt. Order No. 252-HE of 2012 dated 30.05.2012, written
examination (objective type only for the candidates who qualify and meet the
requirements of para "C" above shall be allowed to sit in written
test. The written test will consist of objective type 100 questions to be
attempted in 2 hours. The question paper will be of 8 standards and will
comprise questions on general awareness/ general knowledge etc. Beside Fireman
drivers shall have to undergo driving test also.
4. The
instruction for filing up of online applications is enclosed at Annexure
"A". Candidate shall deposit a fee of Rs. 300/- by online payment
gateway or challan or CSC Connect. (It may be noted that there will be nominal
additional transaction charges in case of online payment gateway and Challan
options. In case of CSC Connect option, additional charges for filling form,
print outs etc. will also be taken by concerned CSC Operator).
5. The
candidates (Kashmiri Pandits) shall be required to furnish a certificate duly
issued by concerned Deputy Commissioner to the effect that he belongs to
Kashmiri Pandit family, has not migrated from the valley and is presently
residing in their concerned District. Similarly, for migrant’s candidates a
bona fide certificate duly issued by Relief and Rehabilitation Commissioner,
shall be required to deposit at the time of scrutiny of the testimonials/
documents during Physical Standards tests (PST).
6. Candidates
who are eligible to apply for more than one post are required to apply
separately for each post.
7. The
in-service candidates/ contractual employees shall submit print out of filled
online application form along with the duly filled, signed and stamped
certificate given at last paragraph of the application form through proper
channel viz. the concerned Head of Department (as defined in the JK Book of
Financial Powers). In the event of failure of the candidate to route the
application through proper channel, his/ her eligibility shall be assessed as
if he / she is not an in-service candidate. The Head of Department concerned
shall forward the application form of the in-service candidates to the office
of the Chairman Departmental Recruitment Board, Fire & Emergency Services,
J&K by or before the date of scrutiny of documents after short listing.
8. The
Fire & Emergency Services J&K under takes the recruitment under
Transparent Recruitment Process (TRP) which is a technology driven recruitment
policy and envisages inter-alia conduct of the PET, PST and written tests on
scientific lines with use of
i) RFID chip timing technology for conduct of
endurance run in the physical efficiency test to ensure accuracy and tamper
proof conduct of run.
ii) Standardized height and chest (with expansion) devices
with the digital display monitors for display to the candidates and interface
with computer application for automatic data entry into data base.
iii) Use of biometric devices to eliminate duplication and
impersonation.
iv) Use of CCTV technology to videograph various stages of
recruitment and thereby maintain a backup of record and also track of the
activities at various recruitment centres simultaneously functioning across the
State.
v) Use of OMR/ICR for conduct of the written test.
9. The
appointee shall have to executive an agreement with the Government on the Form
(forming annexure to rules of SRO-412) that he will serve in the valley against
the post on which he is appointed and at place where he will be posted. In case
the appointee migrates from Valley again for any reasons whatsoever, he shall
lose the job without any notice and his services shall stand terminated.
10. The
last date for the submission of online application forms is 25. 07. 2018. The
last date for receipt of the application provided in the notification shall be
cut off date for determining the eligibility to apply for the post. The age
limit, however, is determinable with reference to the 1“ of January, 2018. Any
qualification/ experience acquired after last date of receipt/ submission of
online application form i.e. 25.07.2018 shall not be taken into account for
this purpose. The caste/ other reservation certificates should also hold
validity till the last cut off date.
11. Call
letters shall not be issued individually. However, Board shall give wide
publicity through print and electronic media, official website
"fireandemergency.jk.gov.in’’about the venues, dates of the written test
for the information of eligible candidates. No claim of being unaware of the
dates/ schedule for various tests including Physical Standard Tests, Physical
Endurance Tests, written tests/ interview shall be entertained.
12. The
candidate must produce the original qualification/ category certificates/ Bona
fide certificates in case of qualifications obtained from outside J&K State
before the Committee constituted for such purpose by the Board. Even otherwise,
the Board can call for any Certificate/ Document from any candidate at any
stage, even before various tests for verification. Any candidate who fails to
produce the relevant original documents/ testimonials on the scheduled date
shall not be allowed to either participate in the selection process of finally
selected, as the case may be.
13. NoTA/DA
will be paid for participation in the tests to be conducted by the Board during
the whole selection process.
14. The
selected candidates shall be subject to prescribed medical test examination as
per SRO-159 of 1990 (Jammu and Kashmir Fire Force Regulations and recruitment
Rules, 1990) and the appointment orders shall be issued only after satisfactory
medical report.
Instructions and procedure for online submission of
Application Form:
1. The
applications forms will be available online on Fire & Emergency Services
J&K website (www.fireandemergencv.jk.gov.in).
2. Instructions
for filing the online forms are available on the Fire & Emergency Services
J&K Website.
3. The
candidates are required to read the eligibility conditions carefully before
filing the forms as no corrections will be allowed at any subsequent stage.
Candidates are advised to keep a soft copy of their scanned Photograph and
signatures ready with them while filling the form.
4. The
candidates have the option to either deposit fee amount of Rs. 300/- (Three
hundred) online or use the service Common Service Centres. In case of non availability
of online payment facility, the candidates may use the option of depositing the
application fee through Bank Challan. Candidates are requested to read and
follow these instructions carefully as no amount once deposited will never be
refunded for reasons whatsoever.
5. A payment challan generated by the website is no
guarantee of successful payment. Candidates are advised to keep proof of any
offline payment for future reference.
6. Please ensure your eligibility as per the criteria laid
in the advertisement notice.
7. Candidate is allowed to submit only one application Form.
Multiple Applications Form of a candidate are liable to be rejected.
